I left some of the work I originally planned for this ticket for later, namely
putting any cache functionality into launcher/fetcher.cpp. This is to have less
obscure references to future work. There are some already, marked by TODO.
MESOS-2057 will pick this up and handle it in one swoop with concurrent
downloads of the same URI.
