Doing further research it looks like Maven defines repo URLs in the global
{{~/.m2/settings.xml}} instead of per-project. Closing this as won't fix -
though committer docs might want to reference
http://central.sonatype.org/pages/consumers.html#apache-maven for setting up
secure access to central.
