After an off-line conversation with Ben Mahler, I finally understood that the
collector would be a new abstraction which allowed multiple different monitors
to reuse statistics.
This can be done in parallel to monitor modules; monitor modules would end up
with the same API before and after, but would be able to reuse more logic after
the collector refactor.
