The file permissions set when creating a file via {{os::open}} should be
narrowed down. Currently a common pattern is {{S_IRUSR | S_IWUSR | S_IRGRP |
S_IRWXO}}. This should be fixed to {{S_IRUSR | S_IWUSR | S_IRGRP | S_IROTH}}.
