Fix For: 0.22.0
In order to recover the persisted {{mesos::Resources}}, we enable
{{protobuf::read}} to handle {{google::protobuf::RepeatedPtrField<T>}}. This
allows us to read back the {{google::protobuf::RepeatedPtrField<Resource>}}
written by {{protobuf::write}}.
