This was AFAIK never an issue. There are two possible explanations.

1. The targeted web site is down.
2. CURL is not installed properly. The fetcher calls net::download() to handle 
this. And this delegates to CURL.

I tested the website named above and some other https sites with current master 
and they all work.

Thomas who originally reported this also reported later that it worked again 
and seems to have been an installation problem outside Mesos. I propose closing 
this ticket.
