Summary: Extend website rakefile to manage releases

It would be ideal to have a rake task "rake release" where you could pass a
Mesos version number and potentially pass it the stub for a release blog post,
and it would update relevant parts of the website. There may be multiple ways
to solve this problem; it may just be a matter of updating a latest release
configuration file, proposed in MESOS-2442.
