Create a description of the Doxygen style to use for libprocess documentation.
It is expected that this will later also become the Doxygen style for stout and
Mesos, but we are working on libprocess only for now.
Possible outcome: a file named docs/doxygen-style.md
We hope for much input and expect a lot of discussion!
