We should add instructions to update the doxygen documentation
(http://mesos.apache.org/api/latest/c++/files.html) into the release guide
(http://mesos.apache.org/documentation/latest/release-guide/) in order to keep
the API documentation in sync with the released version.
Instructions for updating can be found in the mail thread referenced in
MESOS-1186.
