pfifo is simply FIFO, and drops the packets at tail. codel measures the delay 
of a packet, that is the time it sits in the queue. If the delay doesn't meet 
the target during this interval, the queue could be potentially very long, 
interval will be shorten and some head packets (instead of tail drops) will be 
dropped until the target can be met in the next interval. So as its name says, 
it controls the delay of the packets.
