Summary: Update Resource message to include revocable resources

Need to update Resource message with a new subtype that indicates that the
resource is revocable. It might also need to specify "why" it is revocable
(e.g., oversubscribed).
Also need to make sure all the operations on Resource(s) takes this new message
into account.
