Summary: Update master to handle oversubscribed resource estimate
from the slave

Whenever the master gets a new oversubscribed resources estimate from the
slave, it should rescind any outstanding revocable offers (with oversubscribed
resources) from that slave. It should then call the allocator to update the
oversubscribed resources.
