Summary: Delegating constructors are not allowed by styleguide

As of right now the styleguide does not allow delegating constructors (being a
c++ 11 feature).
They are already used in the code base (e.g. stout/option.hpp), are supported
by all relevant compiler (GCC 4.7+ and Clang 3.0+), and enhance readability.
Therefore we should officially whitelist them in the styleguide.
