[~jvanremoortere] You write "Disallow public construction of base classes". But
wouldn't the following narrower statement be enough? "Disallow public _copy_
constructors for base classes". If so, this would already be covered in the
style guide as it is:

See the paragraph "Decision", which says "If your base class needs to be
copyable, provide a public virtual Clone() method, and a protected copy
constructor that derived classes can use to implement it.".
