Currently, the polling of resource estimator is decoupled from the loop in the
slave that forwards oversubscribed resources.
Now that the slave only sends updates when there is a change from the previous
estimate, it can just poll the resource estimator whenever it wants to send an
estimate. One advantage with this is that if the estimator is slow to respond,
the slave doesn't keep forwarding estimates with the stale 'oversubscribable'
value causing more revocable tasks to be unintentionally launched.
