This got blocked on several folks wanting to commit the change to
{{MasterInfo}} first (even though, the design doc did not mention that).
So my plan would be to propose those (tracked in MESOS-2736) and once we get
agreement there, to take this up again.
Unless, that is, [~benjaminhindman] has a better plan!
