My proposal would be to decouple "MESOS-2340: publishing MasterInfo as JSON"
from "MESOS-2736: updating MasterInfo fields" and "MESOS-2807: this ticket".
IMO, it's not clear if this ticket is even necessary considering we already
have generic proto <\-> json functions. So, lets do MESOS-2340 first (using
generic protobuf <\-> json) while we figure out how to upgrade MasterInfo.
