Accepted and upgraded the priority of this issue, because I agree that tasks
shouldn't be able to eat up swap once they exceed their memory limit. Deferring
because this needs an owner and Shepherd before we can make the change. In an
email from last November about MESOS-2128, [~antonl] explained that they ended
up not using the feature.
