i've chatted with [~andrewor14] about Spark and we also need the endpoint
/master/frameworks/{framework} so another framework or service can detect if
another framework has finished. All we need is the state of the framework.
I think I prefer if we only have framework state in the frameworks/{framework}
endpoint, and all its tasks at /tasks endpoint.
