[~joliver]: Accepted != Resolved. Our JIRAs start as Open, then are Accepted
when a committer/shepherd agrees that it should be worked on. Unaccepted
tickets have yet to be triaged. Once a JIRA is accepted by a Shepherd, we can
find an Assignee to move it to In Progress, then Reviewable, and finally
Resolved (with something like Resolution:Fixed).
