Description: Apparently there's an ongoing effort to break /state.json
apart into separate endpoints. As part of this effort it would be great if an
endpoint was created that only exposed the flags. Configuration management
tools could use the endpoint to determine whether the master/slave is correctly

ticket (MESOS-1841) for version information. :)
