You could say that the "review" is where we are doing the work.
We're standardizing a refactor, and iterating on the refactor by using
ReviewBoard; such that the 50+ files that do eventually get changed
(MESOS-3102, MESOS-3103) will be easier. This review only touches about 10
files.
Once we're happy with the refactor, then we'll open it up for general review.
