We generally don't support skipping a version in a live rolling upgrade, since 
we use each version as an opportunity to deprecate then remove old 
flags/endpoints/APIs. But so as long as nothing from 0.22 has been completely 
removed in 0.24, a skip upgrade could theoretically work.
