I also think we should consider letting frameworks give us a reason why they're 
refusing offers (no tasks pending, not enough resources to meet requirement, 
etc).
This can then imply and give more signals to the scheduler, where based on the 
scheduler implementation we can perhaps adjust the offering order dynamically 
so we give the frameworks that need offers more chance to get offers.
