FWIW I consider it a blocker because I am blocked from using the latest
release. PyPI currently has 0.22.0, 0.22.1.2, and 0.23.0:

Much like maven artifacts, this is how we consume Python dependencies to build
Aurora, and are unable to upgrade until the dependency is published.
mesos.native should explicitly _not_ be published as it contains native code.
I'm not familiar with mesos.cli to say whether it is necessary.
