In MESOS-3405, it try to introduce {{operator+=}} for JSON::Value; after IRC
with [~mcypark], we prefer to trace it in this ticket to see: 1.) should we
introduce {{operator+=}} 2.) should be introduce other operators to make a
full support (e.g. {{operator+}})
