A while ago I put together a script that does exactly this. You can take a look
at it here

It actually uses apply-review.sh underneath and supports a dry-run mode. Did
you have something like this in mind?
It's actually useful in it's current form (at least for me), but if you think
there are features missing I'd be happy to add them and post a review.
