Description: We have ported `stout/protobuf.hpp`, but to make the
`protobuf_tests.cpp` file to work, we need to port `stout/uuid.hpp`. (was:
Depents on stout/protobuf.hpp, probably will "just work" when we get that
linking correctly against Windows code.)
