Summary: Add /master/isleader endpoint to check if the master is
leader or not

This endpoint will return 200 if the master is currently a leader otherwise it
may return 4xx. This will be useful in the scenario where you have all
instances of mesos-master behind some load-balancer and you want load-balancer
to divert traffic only to the leader. Exposing this endpoint will enable to use
it as health check in the load balancer.
