(was: The IRC discussion with Adam Avilla turned out to be unrelated to this 
ticket. He needed a way to exclude resources from Mesos' allocations, which is 
solved by not including them in `--resources` if the tasks are run outside of 
Mesos, and can be solved by reservations for tasks run by Mesos.)
