[~greggomann] It's unclear to me how the external volume/global resources will
be look like. Is there a design doc? I think 'principal' is tied to an offer
operation (e.g., reserve, create), not the resource itself. So putting
'principal' field into 'Resource' does not make too much sense to me. I think
it's ok to put the 'principal' in Persistence for now. We can always deprecate
it once we have a 'unified' solution.
