In this task, it plan to force Oversubscription to update resources
revocableInfo to USAGE_SLACK; but it'll introduce a compatibility issue that
{{total resource}} in {{resource estimator}} must be updated accordingly.
Propose to handle this defect in document as a best practice for
Oversubscription.
