URIs with an s3:// (s3n://, s3a://) scheme are being prefixed with a {{/}}
which causes resource fetches to fail.

I believe it may be related to [the change to make HDFS::copyToLocal
async|https://github.com/apache/mesos/commit/3d5e42af8d4cb3d1d03db505b0140ff35f37d912].
