We are now introducing some helper functions in MESOS-1607 which also including
an helper function to get all oversubscribed resources, I will fix this after
MESO-1607 finished as this depend on it.
There is also a similiar ticket MESOS-4148 which needs to validate resources
for allocation slack before launching tasks, the allocation slack resources
also needs to be checked similar as usage slack.
