A client's dominant share is crucial measure for how likely it is to receive
offers in the future. We should expose it in a dedicated allocator metric.
As currently the {{HierarchicalAllocatorProcess}} does work with generic
{{Sorters}} which have no notion of DRF share we need to decide whether and
where we would need to limit generality in order to expose the innards of the
currently used {{DRFSorter}}.
