saw this on 0.23 yesterday, mesos master that was leader needed restart
previous to this zookeeper had lost quorum maybe some other stuff
I have not yet tried to reproduce but will see if I can do that based on some
of the steps we had heard about
other masters were fine after leader restarted and all went back to a good
steady state
