Anonymous modules on the Master are by design supposed to be independent of any
Mesos components. However, there might be a dependency in the reverse
direction. For e.g., Anonymous modules might want to influence the behavior of
Mesos components (say by generating configuration, that might be consumed later
by the components).
The Anonymous modules on the Master therefore need to be initialized before
other Mesos components.
