The tests {{PersistentVolumeTest.BadACLDropCreateAndDestroy}} and
{{PersistentVolumeTest.BadACLNoPrincipal}} check for a failed Destroy operation
by confirming that the persistent volume is still contained in an offer
received after the attempted operation. We should also explicitly check that
the operation did not succeed due to failed authorization.
