Summary: Frameworks cannot unreserve resources when the agent is
offline

When the agent is down, there is no offer to attach the DESTROY/UNRESERVE
operations to but later when the agent comes back (possibly after the removal
of the agent but reservations can reappear in another agent on the same box)
and the framework role is gone, no one other than the operator can reclaim the
reserved resources.
To make sure the resources are unreserved with no operator intervention
currently the framework has to wait indefinitely for the agent to come back
with an offer.
This ticket tries to improve upon this.
