Summary: User related shell environment is not set correctly in
tasks

If user specify the user field in {{FrameworkInfo}} or {{Task}}, both
{{setuid}} and {{setgroups}} are set correctly. However, some user related
shell variables, e.g., {{HOME}}, {{USER}} are still use root.
