The example frameworks do not currently set a framework failover timeout when
they register with the master. This means that when these frameworks are used
in prolonged testing scenarios, small network outages can lead to flapping
frameworks.
We should either set the failover timeout to a reasonable value in the example
frameworks, or add command-line flags that allow the timeout to be set.
