Mesosphere only just started building Ubuntu Xenial packages recently, and will
build them for each release-candidate as well as the final stable 1.0.0 build,
as soon as they are tagged. Until then, nightlies and 1.0.0-rc1 are the only
xenial packages available.
The next round of patch releases (e.g. 0.28.3, 0.27.4) will be built for xenial
as well.
