Summary: Allow executors to be learn when the agent is partitioned
from the master

If a framework wants to have "at most 1" instance of a task (despite network
partitions), it can be helpful to have tasks on partitioned agents exit when
the agent loses contact with the master. To enable this, we'd want to propagate
events to the executor when the current master is lost and a new master is
detected.
