[~erikdw]: Hi Erik! Actually, there's a distinction (at least in my mind :) ).
MESOS-4545 is the fix that we eventually ended up implementing: still using a
floating point (external) representation, but playing tricks internally to get
consistent numerical behavior. This ticket was talking about an idea that we
considered, which was converting all clients over to using a fixed point format.
