The following tests fail on Windows:
* ProcessRemoteLinkTest.RemoteLink
* ProcessRemoteLinkTest.RemoteRelink
* ProcessRemoteLinkTest.RemoteLinkRelink
* ProcessRemoteLinkTest.RemoteDoubleLinkRelink
In most of these cases, we attempt to send a message to the "linkee" program,
but we will timeout because it "does not exist" and can't return.
