Summary: Update framework development guide with information about
HTTP API

Currently, the framework development guide does not have any information on the
Mesos HTTP API's. We recently committed a patch to add some information about
the two ways to go about creating framework/executors in the Scheduler/HTTP API
Doc.

It would be useful if we can move this information to the framework development
guide and also link this from the HTTP API doc page.
