It seems that while we are relatively diligent in adding Apache License headers
to C++ headers and source files, this license header is absent in many of the
support scripts. This seems contrary to suggest Apache procedure,
https://www.apache.org/dev/apply-license.html.
While we do have existing linter tooling to catch absent license headers in
{{support/mesos-style.py}}, would should make sure we apply the license headers
to as many file types as possible.
