When you send a {{LAUNCH}} operation, this includes a {{TaskInfo}} and 
{{ExecutorInfo}}.  The {{TaskInfo}} is instructed to run on *exactly* the 
executor specified in the {{ExecutorInfo}}.  

If the framework uses the API incorrectly, Mesos is expected to reject the 
{{LAUNCH}} operation.  
Imagine starting one task with a container based on some minimalistic image, 
like Alpine.  Then, a second task is launched, expecting a more feature-full 
base image, like an Ubuntu one.  If the second task is allowed to run on the 
existing container (Alpine), you might get some unexpected results.
