We currently shutdown completed frameworks when an agent re-registers with a
master that it is already registered with (MESOS-633). We should also shutdown
completed frameworks when an unreachable agent re-registers.
This is distinct from the more difficult problem of shutting down completed
frameworks after master failover (MESOS-4659).
