Currently, the agent has no way of knowing when the IOSwitchboard has started
up and is ready to listen for incoming connections. We should add support to
synchronize between them so the agent can figure this out.
The implementation should not block the launch path of the container, but
rather incoming connections through the IOSwitchboards {{connect()}} call.
